Kajian Konsep Modalities of Constraint Terhadap Pencegahan Konten Hate Speech sebagai Cybercrime di Indonesia

The purpose of this study is to examine the prevention hate speech crimes which are disseminated through various public facilities perspective Modalities Constraint concept, research also examines Indonesia's position in interpreting freedom expression. This uses a normative juridical method with concept approach and statutory approach. results (1) Indonesia adheres view Freedom as liberty restrictions on content that conveyed must not conflict unity integrity principles. (2) Based four aspects its prevent has strong legal substance; it norms gotong royong society; adapted development social media platforms; already precise measurable pattern.
